How we can help
- Separate taxable, zero-rated, exempt and outside-scope transactions before preparing the return.
- Reconcile VAT working papers to the ledger and retain support for recoverable input tax.
- Confirm the assigned tax period and filing/payment dates in EmaraTax.
VAT support built around your transactions
A useful VAT review starts with what your business supplies, who the customers are, where the transactions take place and how the accounting system records them. A mainland licence, a free-zone licence or a cross-border contract does not by itself determine the VAT treatment.
Saif Chartered Accountants can support registration assessments, return preparation, transaction reviews, voluntary disclosures and refund applications. The scope and responsibilities are agreed before the work begins.
What the engagement can cover
Registration or deregistration assessment; review of sales and purchase tax codes; invoice and credit-note checks; input tax recovery analysis; import and reverse-charge reconciliations; and VAT return working papers.
For a historic error, the team first identifies the affected periods, the underlying records and the correction route. A disclosure or refund should be supported by a clear evidence trail rather than a spreadsheet total alone.
Prepare for your VAT review
Bring your licence and ownership documents, VAT registration details, recent returns, sales and purchase ledgers, sample invoices, import statements and material contracts. Include any FTA correspondence and unresolved reconciliations.
Your proposal should identify the periods covered, information needed, review and approval process, filing responsibilities and the records you will receive at completion.
Turn VAT differences into a practical action list
A VAT review is most useful when it explains where a difference came from and what needs to happen next. The engagement can prioritise unresolved items such as imports missing from the reconciliation, purchase VAT held without adequate evidence, customer credits posted in a different period or sales using an unexplained tax code.
For each material issue, agree the affected entity and period, the records still needed and the person responsible for resolving it. The proposed output is an issue register with a documented conclusion and next action. This gives management a usable work plan, rather than a general observation that the business should improve compliance.
Build transaction rules that sales and purchasing can use
A transaction matrix can translate the review into day-to-day instructions. It should identify the supply, relevant customer or supplier facts, accounting code and evidence required. A service supplied to an overseas customer, a domestic sale and goods passing through a warehouse should not inherit the same treatment merely because one company invoices them.
The scope can include testing representative invoices and contracts against that matrix. New products, customer locations and delivery arrangements should have an escalation route before staff reuse an old code. Management remains responsible for providing accurate commercial facts; the adviser’s conclusion should state any assumptions that need confirmation and identify cases requiring a separate technical review.
Connect return preparation with the accounting close
Recurring support can use a close timetable that links sales, purchasing, logistics and treasury. Agree when source reports will be available, who reviews exceptional transactions and when the return is ready for approval. Late supplier documents and unsettled reconciliation items should be visible early, rather than discovered when payment is about to be arranged.
A return pack can include the ledger reconciliation, adjustments, recovery schedules and explanation of significant differences from the previous period. Submission, approval and payment responsibilities should be separately assigned. Where a correction or refund is proposed, agree whether that work is included in the engagement and what additional evidence or authorisation will be required.
Leave a clear handover for the next filing period
The completed work should be understandable to the business after the filing is finished. Agree which working papers, confirmations, unresolved matters and transaction conclusions will be handed over. A short completion note can show what was covered, what management confirmed and which actions remain outside the agreed scope.
For ongoing engagements, review whether the same problem recurs and adjust the control that caused it. This might mean improving invoice routing, broker instructions or approval of customer tax details. Formal representation also needs the appropriate appointment and authority; engaging a consultant should not be presented as automatic evidence of registered Tax Agent status or acceptance by the FTA.

CLEAR ANSWERS
Frequently asked questions
Do free-zone businesses need a VAT assessment?
Yes. A free-zone licence does not automatically remove VAT obligations. Designated-zone treatment depends on the supply and the applicable conditions.
Can you help with an earlier return error?
Share the affected return and supporting records. The appropriate correction or disclosure route depends on the facts and current requirements.
Can the review start if the VAT control account does not agree with the returns?
Yes. Define the periods in scope and provide the ledger, submitted returns and available reconciliations. The first deliverable can be a movement schedule explaining the opening balance, returns, payments, adjustments and unresolved differences. Any correction is assessed from that evidence rather than assuming the ledger balance itself is the tax payable.
What should an ongoing VAT support agreement make clear?
Specify the entities and periods covered, data cutoff, transaction-review scope, working papers supplied and responsibilities for approval, submission and payment. Agree separately how earlier errors, refund applications and FTA information requests will be handled. The business should retain access to its own records and the final submitted documents.
